Colorado Proposal for a Renewable
Thermal Standard

District 5 Representative Randy Fischer, District 53
While the current Renewable Energy Standard
applies only to electricity generation, the proposed Renewable
Thermal Standard would address heating energy, which comprises over
40% of the state’s energy usage. The RTS creates a modest renewable
thermal standard by 2025 by raising funds through a $.01/therm fee
levied on natural gas and propane. It stabilizes energy costs,
strengthens local economies, creates desirable, stable, local jobs,
and protects us from water shortages and air quality issues. For
