The New CRES:
Resources for the Advancement of Technology,
Policy, and Education
Tony Frank, Executive Director, CRES
Tony
has extensive experience in renewable energy
policy and has been involved in projects in
Colorado, Wyoming, and New Mexico since 2004.
Prior to joining CRES, he was Manager of
Development for Compass Wind and Director of
Renewable Energy Development for Rocky Mountain
Farmers Union (RMFU). At RMFU, he led renewable
energy programs to support agriculture producers
develop projects for such resources as wind,
solar, small-hydro, biofuels, carbon
sequestration, and energy efficiency. He
recently served on the Colorado Task Force on
Renewable Resource Generation Development Areas.
Frank has also worked for Colorado Working
Landscapes (where he established a rural network
for renewable energy called the Harvesting
Energy Network); Rocky Mountain Communities
(where he established community technology
centers serving affordable housing communities);
and the Colorado Department of Agriculture.
Frank earned a BA in Political Science from
Vassar College and an MA of Public
Administration from CU’s Graduate School of
Public Affairs. He is a third-generation
Coloradan from Denver with family roots in the
mining towns of Telluride and Leadville. |

Gerald Rome
is Deputy Securities Commissioner for the
Colorado Division of Securities, a position he
has held since 2004. As Deputy Commissioner, he
directs the Division's enforcement, licensing
and examination activities. Before assuming his
current position, he served for five years as
the Division's chief legal counsel in all its
civil enforcement matters. In addition to his
work as a securities regulator, from 1990 to
1995, Mr. Rome served as Senior Attorney for the
Resolution Trust Corporation/FDIC. Mr. Rome has
also worked for 6 years as a criminal
prosecutor, including two years prosecuting
securities law violations investigated by the
Colorado Division of Securities. He currently
teaches a course in real estate securities at
the University of Denver, Daniels College of
Business. Mr. Rome received his J.D. degree
from the University of Denver School of Law, and
his B.A. degree from the University of Colorado,

Previously, Ms. Alison Wise was a senior
strategic analyst at the National Renewable
Energy Laboratory working in the Deployment and
Industrial Partnerships section, and is also the

steering committees of the Colorado Cleantech
Industry Association and is an engaged

Schneider continues to add accomplishments that
serve society to her resume. From 1980-1990 she
served in the U.S. Congress. As an energy and
environmental leader, she passed the first
Appliance Efficiency Standards (that then became
the Energy Star Program), The Least Cost Utility
Planning Act and the International Treaty on
Biodiversity. In 1988 she authored the Global
Warming Prevention Act. Upon leaving Congress,
she taught leadership at Harvard. Claudine then
co-founded a successful energy business that
flourished in Central America. As an independent
consultant, advisor to the Export/Import Bank
and Board Advisor to National Grid, Claudine
continues to lead our transition to the New
Energy Economy.

private practice. He is an honorarium faculty
member at the University of Colorado College of
Architecture, where he has taught the
Daylighting course for many years. Paul serves
on the Board for the American Institute of
Architects (AIA) national Committee on
Architecture for Education (CAE), and he directs
the firm’s work for the Governor’s Energy Office
(GEO), implementing the High Performance
Building Program. Paul attended Princeton

Tanuj “T.J.” Deora,

Prior to joining the GEO, Mr. Deora
supported policy
advocacy efforts as Senior Manager in Horizon
Wind Energy’s government affairs team, promoting
investment-friendly environments at the state
and regional level across the eastern U.S.
Earlier he led Horizon’s market and transmission
development in New England and early stage
project development efforts in the Rockies. In
that role, he developed projects in Kit Carson,
Cheyenne, and Baca counties, and he helped found
and served as co-chair of the Colorado
Renewables and Conservation Collaborative, a
voluntary industry and NGO working group
developing smart siting practices. TJ has served
on the boards of the Interwest Energy Alliance,
the Colorado Independent Energy Association, and
Renewable Energy New England. Before joining
Horizon, he was a consultant with McKinsey’s
energy practice, serving utility and industrial
clients. He earlier worked in Calpine’s energy
trading group, analyzing the performance of
their fleet of natural gas-fired power plants
and guiding trading strategy. Mr. Deora started
his career as a engineer for The Dow Chemical

Piper Foster, Pitkin County Energy Smart

Piper
Foster is the Pitkin County Energy Smart
Campaign Strategist, charged with weatherization
and economizing resource use of homes in a
three-county region. She completed a German
Chancellor Fellowship in November 2010, after a
year and a half in Berlin. Her research there
focused on renewable energy finance and
comparative EU spatial planning policy for
distributed generation. During her five-year
tenure as director of the Aspen-based Sopris
Foundation, Foster promoted innovative ideas to
elected leadership of the Rockies.
Transportation, land-use planning, and locally
produced energy compose Sopris Foundation’s
areas of focus. Projects included advocacy for
tiered rate electricity pricing among Rural
Electric Associations in Colorado, developing a
pocket reference guide for carbon-footprinting,
and advocating for reform of the estate tax to
protect ranches, farms and timberlands. Between
2005 and 2008, Foster directed the educational
non-profit, Tomorrow’s Voices. Prior to this,
Foster worked at the Rocky Mountain Institute
under Amory Lovins, studied violin and Spanish
in Barcelona, and worked as a Legislative
Correspondent for Hon. George Nethercutt, Jr.,
the US Congressional Representative from Eastern
Washington. Foster graduated with a degree in
Politics from Whitman College in 2002. |

Catherine Keske an Assistant Professor of
Agricultural and Resource Economics and
Associate Director of the Institute for
Livestock and the Environment in the Department
of Soil and Crop Sciences at Colorado State
University. She earned a MS degree in Mineral
Economics from the Colorado School of Mines and
a PhD in Agricultural and Resource Economics
from Colorado State University. She also earned
a MS in Hearing and Speech Sciences from
Vanderbilt University.
Keske’s current
research program focuses on bio-energy,
non-market valuation, recreation, and land
conservation policy. At CSU, she teaches
graduate classes on ecosystem services and
energy policy. She is also an Adjunct Professor
at the Denver University Sturm College of Law,
where she teaches environmental economics and
utility policy regulation. Dr. Keske has been
principle investigator or co-principle
investigator on more than 28 grants totaling
more than $11.0 million. Her funding sources
include the United States Department of
Agriculture, the National Science Foundation,
the Colorado Governors Energy Office, and the
Colorado Department of Public Health and
Environment. She has published peer reviewed
journal articles in a variety of disciplinary
areas, including economics and law.

High School Students

Foundation
Ms Conrad
created The Conrad Foundation in 2008 to
energize and engage students in science and
technology through unique entrepreneurial
opportunities. The organization’s signature
program, the Spirit of Innovation Awards, is a
national competition that challenges students to
combine education, innovation and
entrepreneurship to create products that address
the real world challenges of the 21st century.
By enabling young minds to connect education,
innovation and entrepreneurship, the competition
helps provide a bold platform to enable the
development of an innovative workforce to
sustain our knowledge based economy. She
is deeply engaged in the top business circles,
serving on the President’s Circle of the
National Academies and the Cosmos Club, among
others. She has been a featured speaker at
national and international conferences,
including TED Long Beach and the Legatum
Institute at MIT. Most recently, she was invited
by HM King Abdullah Bin Abdul-Aziz to speak at
the Global Competiveness Forum in Riyadh, Saudi
Arabia.

the West Andy Creath LEED AP,
Founder, Green Roofs of Colorado
Andy
Creath is the founder of Green Roofs of
Colorado, a green roof design, installation,
maintenance, and consultation company. He is a
board member for the Green Infrastructure
Foundation, which was founded in 2007 to respond
to the need for greater awareness and resources
to promote green infrastructure in local
communities and a co-founder of GrowWest, a
group that fosters regional dialogue for
encouraging green roof policy; forwarding the
design, construction and performance of green
roofs in Colorado; and brings together parties
united for the green roof cause. |

Specializing
in environmentally friendly landscape
architecture with an emphasis on native plants
since 1997, Karla Dakin has completed a diverse
array of residential, commercial and public
projects in the Rocky Mountain region and around
the country.
Dakin combines her landscape architecture
expertise—she holds a masters degree in
landscape architecture from the University of
Colorado, Denver--with fifteen years of
experience in the art worlds of New York City,
San Francisco, and Los Angeles.

Hillary Dobos, Program
Manager of the Colorado Carbon Fund, GEO
Hillary
Dobos is the Program Manager for the Colorado
Carbon Fund, an initiative of the Governors
Energy Office, which helps Coloradoans reduce
their carbon footprint. Prior to joining GEO,
Mrs. Dobos was a Finance Research Partner at the
National Renewable Energy Laboratory. Mrs. Dobos
has her MBA from University of Colorado –
Boulder and Bachelors in Art History and
Economics from Bowdoin College. Mrs. Dobos is
also a certified Project Management Professional
(PMP). |

How I Started My High
School Sustainability Program
Matthew Brown, Teacher, Warren Tech/Lakewood
High School
Matthew
Brown began teaching Technology Education eight
years ago. He completed his bachelor’s degree at
the Pennsylvania State University in Parks and
Recreation Management and his master’s degree in
Technology Education from Colorado State
University. Matthew began teaching in Jefferson
County School District in 2003 and developed his
Sustainable Energy class in 2005 at Lakewood
High School. In 2010 he offered his program at
the Warren Technical School creating the
Sustainable Engineering & Creative Design
pathway. This pathway is comprised of the
Sustainable Energy, STEM and Construction
programs and is housed within the new Center for
Sustainability and STEM Education. |

Nathan Olsen, Warren Technical High School
STEM Coordinator/Teacher
Nate
Olsen grew up and attended school on the east
coast in New Jersey. After receiving his
undergraduate degree in Industrial Technology
Education, he worked as a high school drafting
teacher. During his first 5 years of teaching he
also went back to school and received his
Masters in Educational Technology. He has 10
years of teaching Drafting and Engineering under
his belt and loves every minute of it. He is now
employed at Warren Tech where he teaches a new
STEM class, which has brought new and bright
project ideas to his teachings. The STEM
position in which he has been hired has a
multidisciplinary focus on several areas of
Career and Technical Education as well as
Academic Core enhancements in the curriculum.

Zero Energy Homes
in the US David Johnston,
President, What’s Working, Inc.
David
Johnston has been at the center of the solar and
green building movements in the US for more than
three decades. In the 1970s and 80s Johnston
established himself as a leader in passive solar
design and construction. In 1980 Johnston
founded the Passive Solar Industries Council and
consulted with the US Department of Energy’s
Solar Program. His award-winning Lightworks
Construction, for ten years led the DC market
solar design and construction. In the early 90s,
Johnston founded his international green
building consulting and training firm, What’s
Working. Johnston’s innovative theories about
how to catalyze the transformation of the
building industry became the blueprints for the
Denver Built Green and California Build It Green
programs. Particularly adept at generating green
building guidelines, Johnston’s work has guided
master planned communities in Denver, Boulder,
Sacramento, San Diego, Phoenix, and Durango, CO.
An authoritative source for green building
education, Johnston has trained thousands of
builders and industry professionals. Johnston
has written four books: Building Green in a
Black and White World (2000), Green Remodeling,
Changing the World One Room at a Time (2004),
and Green From the Ground Up (2008). His most
recent work is Taunton Press’ best seller since
its release. His new book, Zero Energy Homes is

Jason
Sharpe is a co-owner of Namaste Solar, a NABCEP
certified PV installer, and a Colorado licensed
Master Electrician. At Namaste Solar, Jason
oversees large scale technical design, provides
specialized training on advanced PV topics, and
spearheads client representation services,
including feasibility studies, design
engineering, and production modeling. He joined
the solar industry with Jade Mountain / Real
Goods in 1998 and later joined Namaste Solar in
2006. Jason holds a BS in Electrical Engineering
